Agriculture subsidy To increase the income of small landholding and marginal farmers, the Central Government is running the Prime Minister National Rural Employment Guarantee Scheme (MNREGA). One of these schemes is to dig wells for free to provide irrigation facilities to the farmers. Under this scheme, wells are constructed for free to the farmers. The entire amount is borne by the Central Government and the State Government together.

The Rural Development Department has issued instructions regarding the well construction scheme. Where there is no alternative irrigation facility. A well will be constructed there under this scheme. To ensure that maximum farmers get the benefits of the scheme, the Central Government keeps changing the rules of the scheme.

The process of digging a well will be like this

  1. If the beneficiary is a member of a self-help group under the Livelihood Mission Agriculture subsidy, then generally the concerned self-help group will be a construction agency. In other circumstances, the concerned Gram Panchayat will be the construction agency.
  2. Muster rolls for wages will be issued to self-help groups/gram panchayats.
  3. Under Kapildhara sub-scheme, MET work (such as filling the attendance of workers, granting leave etc.) will be compulsorily done by the beneficiary. The work of mate will not be made by any other person.
  4. Priority will be given in employing the family members of the beneficiary and laborers as per his suggestion.
  5. The payment for the material will be released directly from the FTO to the beneficiary Agriculture subsidy's bank account.
  6. The beneficiary will get the construction work done himself. Gram Panchayat can cooperate in this.

How to apply for the benefits of the scheme?

Under agriculture subsidy, the beneficiary will have to go to the Gram Panchayat to apply for free well construction. The application process will be completed in the Gram Panchayat.

Payment procedure for digging wells

  1. First phase: Rs 43,440 to the beneficiary for digging the well up to 6 meters.
  2. Second phase: Rs 91,040 for digging a well up to 12 meters.
  3. Third phase: Rs 62000 for well tying up to farm level.
  4. Fourth phase: Rs 43,547 to complete the work by constructing recharging structure, parapet and world information board.
